Mulch is limited by volume, not weight

Unlike sand or cement, bagged mulch is light — a 2-cubic-foot bag of shredded wood mulch weighs only about 20 lb dry, up to ~40 lb for dense hardwood or when wet. So a pallet fills up on cube and stack height long before it hits any weight limit: 60–65 bags of 2 cu ft is about 120–130 cubic feet of material, and even at 40 lb a bag that's still under 2,600 lb. Rubber and stone “mulch” are the exceptions — those are heavy and pallet in far lower counts.

Because it's stacked by volume, the count tracks bag size directly: ~60–65 bags at 2 cu ft, ~40–50 at 3 cu ft, or ~70 at 1.5 cu ft. The soft bags compress a little and interlock, so the exact number varies by supplier and how tightly the pallet is built and wrapped.

Spread at the usual 2–3 inch landscaping depth, a 2 cu ft bag covers about 12 square feet at 2 inches or 8 square feet at 3 inches. A full pallet of 65 bags (130 cu ft) therefore covers roughly 780 sq ft at 2 inches, or about 520 sq ft at a deeper 3-inch layer that suppresses weeds better.

In cubic yards, it takes 13.5 bags of 2 cu ft (or 9 bags of 3 cu ft) to make one yard, so a 65-bag pallet is close to 4.8 yards of mulch. If a landscaper quotes your job in yards, that's your conversion — roughly one 65-bag pallet per five yards needed.
